A home made fishing wieght?

Could it be a home made fishing weight? I haven't weight it yet but it feels like an ounce or a little more.
The tiny round semi round balls showing on it are slightly attracting to a magnet.
Just a crazy hobby thanks for looking and posting an idea of what you believe it is. And certainly if you feel it is worth some cash let me know what you think.
Oh it was found in a park about 3 blocks from a bay in NJ.

You are not the only one guessing Tony. I can see why you'd think weight, but the semi round ball puzzles me. I am eager to see to see what others say.

The lead ball thingy is odd, but I'd have to go with a sinker, too, just because of the size and the looped stem on top. I've found sinkers made from unusual stuff over the years; bullets, bent spoon handles, those metal keychains with the finger slides, etc. And they almost always have a piece of fishing line attached when they came out of the ground, which is the dead giveaway.

SInkers usually aren't squared off because they end up snagging to much perhaps a balloon weight that is a pretty big loop would be nice for balloon string.
