Is the back flat? Are there any signs of the piece once connected to anything? Hooks? Nail/screw holes, etc?

I can't see any method of attachment. It looks like it is poured into some kind of form because of the pitted back. I found it about 200+ yards from where a civil war fort was and several artifacts were found years ago.

That piece could've been attached to virtually anything, but if I had to take a guess...

I'd say something from a garden. Maybe a fountain or similar type of structure in someone's yard. Again, purely a shot in the dark guess, however, the cherubs and lattice is a quite popular design in lawns, gardens, landscaping areas, etc.
