I the park in Germany I found this about four inches down. The park used to be the grounds of a mansion, I think it's some kind of pull like for a service bell. the top is broken off and it is quite heavy. it's three inches tall and looks like brass. Any ideas?

No its right side up. you can tell by the way the lace is flowing at the bottom. Is it hollow in the center or solid?
It looks a lot like a hat Pom Pom. Used for many years on military parade type hats.
Search google for 'civil war military Pom Pom' there are a few examples.
I've added one for comparison.
