Nice bag seal, these were used as a quality control measure on goods that came from overseas.  When you find more of these look carefully for a date on them.  Many will be dated like a coin, but not all.  That one looks pretty old.

Bale Seal, also called a Bag Seal, used as a quality control measure, mostly used on European items before shipping. Used in the 1600's, 1700's, 1800's and maybe even the early 1900's.
