Believe it or not I got a feeble 4-28, 3-28 with some bounce to 0-28, 29 (and that's a silver dime if there ever was one with an MLSE) and after digging 2 plugs side by side today found myself a pretty rusted 16 D FRAMING NAIL at 12". Just to prove a point to myself and Joe's suggestion yesterday. So I know how you feel. It'll come. It's the location too.
